For German and EU Citizens: Freedom of Movement

German citizens have the automatic right to live, study, and work in Spain under EU freedom of movement rules. No visa, no prior application, no waiting — just book your course and move.

What you actually need to do

Short stays (under 3 months): No registration required. Just bring your German ID card (Personalausweis) or passport.

Longer stays (over 3 months) — all serious language and university programs:

  1. Empadronamiento — Register at your local town hall (Ajuntament in Barcelona). Bring your passport/ID and rental contract or proof of address. Do this in the first few weeks of arrival.
  2. EU Citizen Registration Certificate (Certificado de Registro de Ciudadano de la Unión Europea) — Apply at the local Oficina de Extranjería or Policía Nacional station. Book a cita previa appointment online. Bring: passport, empadronamiento certificate, enrollment letter from your school, proof of health coverage, and evidence of financial means.
  3. NIE number — Assigned at the same time as the registration certificate. Your NIE (Número de Identificación de Extranjero) is essential for opening a bank account, renting an apartment, and signing contracts in Spain.

This is not a TIE card. German/EU citizens receive a registration certificate — a much simpler process than the TIE card process that applies to non-EU nationals.

After 5 years: permanent residency

EU citizens who have legally resided in Spain for 5 consecutive years can apply for long-term permanent residency in Spain, granting the right to remain indefinitely.


For Non-EU Nationals in Germany: Apply at the Spanish Embassy or Consulate

If you are a non-EU national (American, Turkish, Ukrainian, etc.) currently based in Germany, you apply for your Spanish student visa directly at the Spanish diplomatic mission responsible for your region of Germany.

Spain does not use a third-party visa application centre (such as VFS Global or BLS International) in Germany. Applications go directly to the Spanish Embassy or Consulates-General.
